| Oggi ricorre il sesto mesiversario del devastante terremoto ad Amatrice. Il primo di tanti terremoti. Ma in un altro senso, un terremoto continuo. Trecento morti. Danni stimati in 23,5 miliardi di euro. Il Corriere della Sera dice che nelle regioni colpite dai terremoti, “ancora inagibile il 40% degli edifici, aumentano gli sfollati, sono quasi 12mila. E dei 3 mila moduli abitativi ne sono arrivati solo 18.” AGI dice che “tutti chiedono con forza di abbattere la burocrazia e defiscalizzare le attività economiche nelle aree colpite.” Il sindaco di Accumoli riporta “tante richieste ma nessun risultato.” Il sindaco reatino dice, “Non credo proprio che un’emergenza si affronti in questo modo, tutto quello che era stato richiesto dai territori non è stato fatto.” Tutte le procedure di emergenza sono impantanati in burocrazia. Commissario straordinario Vasco Errani dice: “Qua è tutto fermo.” Nel frattempo, in sotterraneo niente è “fermo.” I terremoti continuano a manifestarsi in Italia centrale, al ritmo di uno ogni 90 minuti! Solo in provincia di Rieti, tra il 23 febbraio alle ore 3:17 e il 24 febbraio alle 11:15 – un periodo di 32 ore – otto terremoti. Due ne erano di una magnitudine di 3,0 o più. Sergio Pirozzi, sindaco amatriciano, ha detto all’AGI, “torno a ripetere quello che ormai dico da tempo, e cioè che è inutile ricostruire se poi non si consente all’economia di ripartire, e che quindi deve essere la priorità assoluta quella di attivare misure a sostegno di un’economia in cui le attività di vicinato rappresentano le uniche voci in crescita assieme alla grande distribuzione.” D’altro canto, il collaboratore del signor Pirozzi mi ha scritto lo scorso settembre tramite e-mail che i fondi che io personalmente donerei ad Amatrice “verranno utilizzati a sostegno della popolazione colpita dal terremoto, ovviamente partendo dai casi familiari e opere più urgenti.” Ovviamente, si farebbe meglio dare soldi ai comuni individui piuttosto che alle organizzazioni nazionali. In puro stile italiano, le operazioni di soccorso sono state fatte tanto burocratiche come possibile. Il sindaco di Visso, Giuliano Pazzaglini, ha detto all’AGI che hanno “diviso il coordinamento dell’emergenza in due organismi: quello commissariale e quello competente, della Protezione civile.” Difficile sapere la soluzione quando un paese più piccolo del New Mexico ha 315 senatori. |
Today marks the six-month anniversary of the devastating earthquake in Amatrice. The first of so many quakes. But in another sense, one continuous quake.
Three hundred deaths. Damage estimated at $25 billion dollars. The Corriere della Sera says that in the regions affected by the quakes, 40% of the buildings are still off-limits, the displaced number almost 12 thousand, and of the 3,000 temporary housing units, only 18 have arrived. AGI says that "everyone is asking forcefully to break down bureaucracy and to tax-exempt the economic activities in the affected areas." The mayor of Accumoli reports "many requests but no results." The mayor of Rieti says, "I do not think this is the way you face an emergency. Everything that had been requested from the territories has not been done." All of the emergency procedures are mired in bureaucracy. Special commissioner Vasco Errani says, "Here everything is still." Meanwhile, underground nothing is "still." Earthquakes are still occurring in Central Italy at the rate of one every 90 minutes! Just in the province of Rieti, between February 23 at 3:17 and February 24 at 11:15 – a period of 32 hours – eight earthquakes. Two of those were of a magnitude of 3.0 or more. Sergio Pirozzi, mayor of Amatrice, said to AGI, "As for the areas hit by the earthquake, I repeat what I've been saying now for a long time, namely that it is useless to rebuild if we do not allow the economy to restart. Therefore, the top priority must be to enable measures to support economy in which neighborhood activities represent the only voices rising together with the large retailers." On the other hand, Mr. Pirozzi's assistant wrote to me last September via email that the funds that I personally would donate to Amatrice "will be used to sustain the population stricken by the earthquake, obviously starting with families and the most urgent works [repairs]." Obviously, one would do better donating money to individual towns, rather than to national organizations. In true Italian fashion, the relief efforts were made as bureaucratic as possible. The mayor of Visso, Giuliano Pazzaglini, told AGI that "the emergency coordination was divided into two bodies: the commissioner, and the competent one, the civil protection." (The "civil protection" (protezione civile) is Italy's equivalent of FEMA.) Hard to know the solution when a country smaller than New Mexico has 315 senators. |
